European Committee for the Prevention of Torture  and Inhuman or Degrading Treatment or Punishment (CPT) of the Council of Europe has published its 2017 General Report on 19 April 2018. The report contains key conclusions of visit reports published by the CPT and information about the 18 visits it made to member states.

In the report, the Committee stresses that European states should ensure that persons deprived of their liberty have access to effective complaints mechanisms in prisons, police stations, immigration detention centres, psychiatric institutions and other places of detention. In order that complaints are handled properly, it is the CPT’s view that a number of principles must be respected. Internal and external complaints mechanisms should be genuinely available and accessible. Specific regard should be given to the age, gender, state of health, any disability, or any circumstances rendering certain persons deprived of their liberty particularly vulnerable.
